Waste and Recycling ULEV Programme

As part of its 2050 path to net zero, the Welsh Government has the ambition to achieve a carbon neutral public sector by 2030.

Beginning in 2021, the Waste and Recycling Ultra-Low Emission Vehicle Programme aims to accelerate and de-risk the transition to ultra-low emission vehicles (ULEVs) to significantly reduce greenhouse gas and air pollution from Welsh public sector waste fleets by 2030.

All Welsh local authorities are eligible to participate in the Programme which helps local authorities (LA) to transition to ULEVs by:

  • Providing business case justification for funding to cover any additional capital cost of ULEVs over conventional waste vehicles.

  • Deploying vehicles in Welsh waste and recycling operations.

  • Supporting charging and refuelling infrastructure installations.

  • Increasing the availability of viable ULEVs.

Local Partnerships works with the Welsh Government to fulfil its ambitions to reduce consumption and deliver a circular economy, seeking to maximise material quality and security, whilst leveraging social and economic opportunities. As part of this work, Local Partnerships has commissioned Cenex, a non-profit research & consultancy organisation focused on low emission transport & associated energy infrastructure, to provide ongoing specialist technical support to the Waste and Recycling Ultra-Low Emission Vehicle Programme.
